The Council of Infrastructure Financing Authorities (CIFA), a national organization of state, regional, and local financing authorities, is a principal advocate for needed infrastructure funding from all levels of government.

MISSION STATEMENT
Exercise leadership to assure the availability and accessibility of adequate and economical funding to meet the nation's growing infrastructure needs, particularly with respect to the environment.
PHILOSOPHY
CIFA has become the primary voice and proving ground for advancing innovative debt financing techniques to ensure public access to affordable infrastructure. CIFA is guided by its responsibility to articulate the needs of states and localities to help develop a coherent and responsive national approach to infrastructure financing. The approach combines and harnesses the resources of federal, state, and local governments - as well as the private sector - to efficiently and economically serve the needs of all citizens.
GOALS
- To promote national policies which increase infrastructure investment and facilitate the understanding of infrastructure mechanisms and delivery systems.
- To promote the understanding and application of proven financing arrangements and advocate innovations to meet the broad range of state and local infrastructure needs.
- To strengthen CIFA as an organization by enhancing its capacity to encourage infrastructure development.
OBJECTIVES AND PRIORITIES
- Support tax policies that encourage investment in public infrastructure with a primary focus on identification of tax issues to facilitate environmental financing.
- Seek adequate federal capitalization of infrastructure programs.
- Support regulatory reforms, including those needed to deal with infrastructure financing abuses, which are conducive to increased infrastructure investment.
- Encourage public / private partnerships in infrastructure investment.
- Work to protect the integrity of traditional state and local sources of revenue from federal encroachment.
- Work to improve the accessibility of financial delivery systems for communities of all sizes.
- Improve federal agency coordination.
- Articulate the importance of infrastructure financing agencies and their methods of operation.
- Broaden the understanding of problems encountered in providing adequate infrastructure.
- Promote Clean Water Act Reauthorization.
- Identify environmental financing opportunities
